bagpipe driver: stop requiring a mech_driver to react to port events

Instead of using the specific bgpvpn_notify mechanism driver, it would be nicer to rely on the neutron generic callback mechanism (neutron/doc/source/devref/callbacks.rst) to let the bagpipe driver be informed on ports created/updated/deleted.
