Association of Neutron Ports to a BGPVPN

This blueprint addresses the use case of associating individual Neutron ports to a BGPVPN object of type l3, independent of their relation to Neutron networks and subnets. Associating a port with a L3 BGPVPN augments the standard L2 forwarding on that port with L3 VPN forwarding provided by the BGPVPN object.
