Maybe there is a chance to include WWW SQL Designer (http://code.google.com/p/wwwsqldesigner/). This looks quite professional and supports all operations. And it's based on HTML/JS, I think we don't want a Java applet or Flash object in our software ...

Designer already has a nice API to load database definition as XML from a server-side script.
