Chromium touch-screen support

Normal one- and two-finger gestures and taps must be available at application start, with no extra configuration. Unsupportable related software like Adobe Flash can't be guaranteed to work.
One finger tap is treated as a single left-mouse-button click, on links in web pages. One finger drag is treated as scroll, moving content under a pane. Two finger pinch shrinks content. Two finger expand grows content.
Two finger drag left and right MAY navigate Back and Forward.
One finger double tap MAY toggle zooming 200%/100%.

Whiteboard
2014-03-13: It turns out that Forward and Back are one-finger long drag left and right, not two-finger short left/right. We'll keep that to be similar to other environments.
