Migration path for existing nova volume users

We need a migration path for existing nova-volume users to migrate their data to cinder. The goal is existing volumes should continue to work (only api downtime - not connectivity between VMs and storage exports)

Have added migration methods to cinder-manage to grab mysqldump from nova controler and populate Cinder db. Also pulls in persistent target files.
Now working on an external script to actually *switch* the services.
