NetApp DOT drivers enhanced support logging

The NetApp Data ONTAP drivers log some info about OpenStack deployments already, and more info is needed about the specific storage resources managed by Cinder. This work will refactor the poorly-written code in the drivers to cleanly separate the concerns of the driver & API client layers, and it will add a separate event including some storage resource names for better tracking.
