Implement support for IPv6 API calls to NetApp SolidFire driver

NetApp SolidFire storages support IPv6 for management IP, however its cinder driver fails to issue API requests to an IPv6 because of its format.
We should verify for IP version and format the endpoint url accordingly to it.
