Since nova and neutron have this feature implemented we need to introduce it to cinder.

The main idea is to support the following use case:
  $ cinder quota-delete --tenant_id <tenant_id>

If this doesn't land today before we cut I3 it can be moved to a bug and picked up in RC phase. Technically it's border line between bug and feature IMO.
