Add configurable option for the Cloudstack Password server port

The Cloudstack Password Server port is always found by default on port 8080, but for testing purposes(such as Argus-CI testing), this option should be configurable from the Cloudbase-init config to be able to test it properly, since most of the times the port is already in use by the testing environment.
