Prevent taskflow rollbacks on errors

During provisioning when a failure occurs, we want to be able to look at the state of resources/brokers to do root cause analysis on the failure. Due to the fact that TaskFlow is rolling back all work we are unable to do this. We would like to have a configurable option to prevent rollback.
