Add more system tests for Heat

Need to add more system tests for Heat, which will run Heat OSTF tests in different configuration.
Now we have one system test that run tests on simple cluster with Neutron GRE network. Also we need to run tests in HA mode and in simple mode, but with Nova network.
So, I want to add two more tests: 1) simple mode (1 controller, 1 compute), Nova network
