Reorganize fuel-docs repository and setup infra for it
After migration of mirantis-branded content from fuel-docs to mos/mos-docs repository, openstack/fuel-docs is left in an inconsistent state.
There is initial content there, which was added to setup the initial layout and pass basic CI for this repository. But developer's documentation is still pushed to openstack/

- organize the layout of fuel-docs repository (https:/
- resync again all docs from fuel-web/docs to this repository
- announce and remove dev docs from fuel-web/docs repository, leave only api docs there
- update jenkins jobs for publishing fuel-docs to docs.fuel-
- setup job to publish fuel-docs to docs.openstac.org
