Fuel master node should run as non-superuser

As an OpenStack administrator, I should access the fuel master node using a non-superuser (non-root) account. Many enterprise security policies prohibit the use of the root account.
Using a non-root account should be done to provide improved security and access control.
* fuel master allows a non-superuser account for configuration and administration
* Anything that requires root must be documented
* If remote root SSH access to fuel master is disabled (i.e. PermitRootLogin no), then user should still be able to perform administrative tasks
