Titlebar Widget for Fullscreen Media Apps

We should provide a titlebar widget for media apps that wish to go fullscreen when maximizing. Apps like Audience currently do this and reinvent their own way of showing an unmaximize control. Every app doing this in the future could get really messy and inconsistent, so we should provide a widget. This also allows us to properly implement some really nice things like the client-side translucent titlebar as featured in the Audience mockups while letting other apps use it as well.
