Enable resetting the state of a volume
A volume may enter the 'Error' state for a variety of reasons that may be resolvable by a storage administrator. For example, if there a zoning problems and the volume is temporarily not reachable. Once the issue is resolved, it is useful for an administrator to be able to reset the state of the volume to 'Available'.
This functionality should be exposed in the administrator dashboard, but not the project dashboard.
This functionality is currently available only through the CLI command:
# cinder reset-state --state <state> <volume-id>
