Neutron DVR (distributed virtual router) support in Horizon
Distributed Virtual Router is a feature that will be made available in Juno. The original blueprint for DVR is available here:

It brings in new changes to neutron CLI specifically in areas of router-creation, router-scheduling, show commands etc. This blueprint is a placeholder for changes in horizon to enable admin to configure and manage distributed virtual router in the cloud.

DVR support is one of important topics in Neutron and Horizon support is small enough.
I believe it is reasonable to target this to Juno-3.
The requirement of the blueprint is DVR implementation in Neutron.
neutronclient update is not required.
