sample code for new user setup

A portion of openstack deployments don't mind if users are allowed to create their own accounts / projects to get users started. The deployments have lower security expectations than a public cloud would, and want to ease on boarding of new users.
It would help to have some sample code for how to make this process easier.

Add abiltiy for users to self provision
[david-lyle | 2017-09-12] I think such an example is useful, but I don't think it makes sense to maintain in the horizon tree. Either a github fork and patch, or merely the link off this bp may be the best solution.
