Use PostScript outlines for OpenType fonts in Inkscape on Windows

In Inkscape on Windows, when using an OpenType font and converting it to outlines, it converts to TrueType outlines. In Inkscape on Ubuntu, when using an OpenType font and converting it to outlines, it converts to PostScript outlines. This feature may be added or implemented on Windows in the next release of Inkscape.
