Add a ConsoleInterface driver for ConMan

ConMan (https://code.google.com/p/conman/) is a serial console monitoring program that supports multiple sources of console, including local serial devices, IPMI serial-over-LAN and external processes. It also supports logging to a file. The proposal is to add support for monitoring of consoles via ConMan to Ironic by providing a new ConsoleInterface driver.
