Supporting zero downtime upgrade

Zero-downtime upgrade is highly demanding feature form operators. Beside some services support natively (Kolla need implementing the mechanism provided by the these), there are many services have not fully supported it.

As deployment tool, Kolla can provide a mechanism for solving this situation.
