Redraft the Installation Docs and Goals of Kolla-Kubernetes

Over the last week, there has been some talk about strategy for Kolla-Kubernetes. Unfortunately, the spec in place does not cover things like how Helm is being used, although it is clear that something must prepare the Helm charts prior to deployment. In this manner, it could be a bit misleading for operators who are only looking for a collection of charts that could then be ingested into their current structure or workflow. Documentation could clear this up quite a bit, because even as a contributor, the procedure (and thus the path towards contributing) is a bit unclear. I think this would allow those who are watching kolla-kubernetes closely to pick a path forward, or make suggestions that could improve wider adoption.
