Link to translation style guide
Allow translation team owners to link to their style guides from the pages for translations they manage.
The URL can be stored on the Translator table, but edited from the team's listing of translation group memberships.
Identified risks:
* One team supervising multiple languages in the group, so multiple URLs for one entry, if the team uses the same page for each language.
* Possible need for a new permission (for team admins to edit this new Translator field).
Announce once implemented, so translation teams actually use this feature.

Steps for implementation:
* Add field "documentation_url" to translators table (in progress).
* Determine where link should appear exactly. (Completed) It will appear in two places for a pofile (not templates because it is language-specific): on the details page (+index) and in the +access portlet ("This translation is managed by ...") on the translation page (+translate). It will simply follow the translation team link with "(Documentation)".
* Implement change in templates and views to display link, if it is not NULL.
* List link in "Translation Teams" table on +groups/groupname.

* Make first-time translators (by group and language) aware of this link (if it exists) using a pop-up of sort.
