Bug permissions for MOTU

In order to allow MOTU accept proposed nominations for bugs in Universe, the permissions for accepting a bug nomination will be modified to look at who can upload to distribution component.

Instead of looking only at which distribution/distrorelease the bug's source package being nominated is in, we'll also look at which component the package belongs to. Everyone being able to upload to that component should also be able to accept a nomination.

This spec increases the set of people that can approve a bug nomination to include the developers. There was recently a discussion on the lp mailing list about that having only Ubuntu drivers approve bug nominations is too strict, allowing developers to target bugs to releases is better.
