Make quick comments on suggestions

Users should be noted on why there suggestions are not being approved, this will make them aware of there mistakes and make it less likely that they will make them the next time.
On the other hand reviewers should not have to spend all there time writing comments so a quick comment system would be a grate feature, a bit like the standard replys for bugs (currently handled threw wikis).
