Upstream contributor linking to Ubuntu

* The project +index page shows a quality portlet that indicates missing
  information that is need by downstreams: missing bug tracker, missing
  development branch. The Packaging portlet could highlight the current
  package in Ubuntu, or suggest possible source package names. If the
  package is not in the series (but in a PPA), it should state that.
  * Bug 204119: Non-existent distribution series source package shouldn't
    have upstream links
  * Bug 490593: Projects need a completeness portlet indicating that there
    is information still need by the community.

* The project +packages page shows each series and its packages in
  distributions. It does not link to series that are missing a packaged
  version. There is a table showing distribution packages for all series,
  not just the supported. It has a link to +addpackage.
  * When there is no packaged version, that means the package was never
    built for the distro's common pockets. The package link may be wrong,
    or the package is in a non-standard archive, such as a PPA.
  * Bug 204121: The packaging link currently goes to the series source
    package +packaging page that is redundant and static, eg +ubuntupkg

* The project series +addpackage link defaults to the current Ubuntu
  development series. There is a table listing the series' packaging
  history in the current series. The Package type of ALL|INCLUDE is
  set as a radio button to clearly state what it means. The page suggests
  possible source package names.
