Create an internal cloud for LAVA

We have some new servers, and have a variety of ways they need to be used such as fast models clients, and workers to offload tasks to. To utilize them more efficiently, we should setup an internal cloud which can be used to deploy different images depending on needs. This can also be used for testing some of our ideas about expanding LAVA, and making it capable to deploy some components in external clouds.
