libvirt is a library and set of command line tools that give an abstract way of creating, running, and managing virtual machines. It includes support for many engines including QEMU TCG and QEMU KVM mode.
Improve libvirt so that it can spawn and manage a QEMU TCG ARM guest. Check this support against QEMU KVM and add any required features to manage a KVM based guest.
