Enable non milestone based data for status.linaro.org
We want to generate reports for non milestone based information on status.linaro.org. This is needed to handle Monthly Engineering Views that are connected to a time frame rather than milestones. It is also needed for the Linaro Roadmap where the time frame is quarters and years and information is not tied to milestones at all.
