Applet/login script to allow password change and file cleaning when overquota

Users should be able to log in when :
* they are over-quota
* they is no space left on disk
A pre-(KDE|Gnome|X) session check should be made and, in the case of an overquota or disk full, a simple file explorer should be launched as well as a special message asking the user to do some cleanup.
Similar behavior for password expiration : a dedicated kiosk mode (i.e. : lauching one dedicated application) should allow the user to change his|her password.
A cron-like job should be launched during the user session (every 15 minutes) and a warning launched when nearly overquota|
