Bootstrapping namespace implementations based on a schema

Implementing namespaces in lxml is a very powerful feature for working with XML languages. However, starting a new language implementation is rather hard, as it requires a lot of generic code that could be generated from a language schema. This blueprint aims to come up with such a bootstrap method.
