Support for managing (importing) cephfs shares and snapshots

CephFS drivers currently allow unmanaging a share from manila; however, there is no way to import a non-managed share into manila. This feature will support day two operations with manila where the administrator may have to change the share type of one or more shares without moving them from the backend; or where the administrator may have to decommission or move shares across OpenStack installations.
