Support failure correlation

When a failure occurs in the service (VNF in NFV scenario) running in a VM, it may be caused by failure happened in the virtual resource or hardware layer. All these failures would be detected and trigger alarms/notifications. It is needed to create a function which would correlate the alarms/notifications from different layers. Then analysis the root cause and execute the recovery actions.
