Restart MediaScanner where last stopped

At the current state, the mediascanner is rescanning all media from the beginning every time. It should restart the scanning process where last stopped, and thus not rescan those files already scanned the last time Elisa was active but instead enqueue those files to check for changes only in the end of the scanning process.
