Packages with installation instructions described in configuration languages (chef, puppet) should be installed in any image, without the necessity to install chef or puppet in advance in the image. The idea is having a new Instance which inherits LinuxInstance and which install chef and puppet by cloud-init. In fact, murano-agent could be installed by cloud-init too avoiding building images with murano features.
