Associate Murano services with OpenStack region

When using multi-region OpenStack setups Murano services need to be aware of their (self) region name.

When API sends a task to the Engine recipient must be in the same OpenStack region rather then in random location (who picks the AMQP message first)

API need to know region it belongs to in order to be able to provide correct default when no region is configured in particular environment

When Murano Engine wants to download a package it need to use current (self) region Murano API or GLARE for that. The same is true for API <-> GLARE interactions (if any)
