Magnum/Murano rationalization

There has been talks about Magnum and Murano doing the Kubernetes deployment. Both Magnum and Murano deploys Kubernetes cluster for running containers.

In Tokyo summit, we came up with idea to eliminate this duplicate implementation by creating a Magnum plugin. This way, developers who want to get the advantage of using Murano to create applications will also be getting the benefits of Magnum functionality.
