Enable test-runner to work without API

Currently connection to API is required to:
authorize in keystone from murano and from some muranoPL classes
packages are look up in murano API
So to get rid of API connection we need to:
1) Use only Directory Package loader
2) Prepare mocks (create library) for classes that are
