Support SR-IOV VF for PowerVM

The SR-IOV agent in neutron is tied specifically to running on a Linux host that is presenting the PF and VFs through Linux to the VM. This function works slightly different on PowerVM, however the vif types are similar.
A new agent to support the PowerVM VIF types is needed.
