Consider the image property for config drive option
Currently in openstack, it's the compute node configuration decides if config drive created and the format used. However, some image may require the config drive support, or may require specific config drive format like cloud-init v1 support only vfat format. Thus it will be helpful to consider the image config drive requirement.

Check min_ram and min_disk when boot from volume
Turns out this is still not merged, needs to wait for juno now, unless it gets a FFE. --johnthetubaguy 4th September 2014
