Add hook for update_instance_cache_with_nw_info
A hook of the update_
to valuable network information as soon as it becomes available. This will be
useful for sending this data to scripts that can make informed tweaks to the
networking on hosts.

Seems like its all ready for review now, is that correct? We are going to start pushing out things that are not ready for Juno-1 very soon, to try and get things closed out here. --johnthetubaguy
