Create new filter AggregateNumInstancesFilter, adds per-aggregate max_instances_per_host

To add the possibility to use NumInstancesFilter with defined an aggregate with a metadata "max_instances_per_host" to
configure the max instances can be hosted by hosts.
If more than one value is found for a host the minimum value will be used.
