Refactor Network API

To have a common API network base with all required methods so
neutron / nova network api can inherit from and have a standard set of methods that will raise NotImplemented instead of 'method not defined' when someone forget to add the method on every api file.
Also several things like "sentinel" obj can be directly inherited from base.
