Move contrail-controller/lib dir to contrail-third-party

There is 1 to 1 correspondence between dependencies defined in contrail-third-party/packages.xml and their build scripts in contrail-controller/lib. Because of this, they should be contained within the same repository.

The scope of this blueprint is to:
1. move lib/ directory from contrail-controller to contrail-third-party
2. modify the root SConstruct (in contrail-build repo) to invoke them.

Implementation of this change should be deferred until next release cycle.
