Simplify Form and workflow for NCs

1. Make NC form printable:
  - Take advantage of the "sheet" document form, and make the NC form printable.
  - Move the stage specific notebook pages, "Analysis" and "Actions", to the main page.

2. Replace notebook pages with simpler options
  - Replace "Related Audits" page with a Tags widget.
  - Move "Procedures" to main page

3. Simplify workflow
  - "Approve" buttons look redundant with the "Send for ..." state changing buttons (?)
  - Review state changing buttons - current texts look confusing.
  - In the Action Plan one2many, have a "Create" button besides the "Add" ?
