Second OpenStack meeting IRC channel

We've more-or-less exhausted the most global-friendly timeslots in the main meeting-room, and as the project continues to grow this is only going to get worse. We should set up a second openstack-meeting channel (openstack-meeting2 or something) to start parallelizing. Hopefully this doesn't entail much more than configuring meetbot to lurk in that room and adding the new room to the wiki in the appropriate places.
