Add automation and documentation of provider networks with VLANs in COI routine

Most enterprise customers will be enabling provider networks with VLANs in their OpenStack deployments and they are asking us to allow for easier configuration of that model in COI. We need to allow for rapid configuration of the VLAN model in our COI setup routine and properly document the steps finalize the setup.
