Separate data and management traffic in Swift

Current in COI deploys, Swift storage nodes use a single interface. When there's a lot of replication traffic this can consume a lot of bandwidth, potentially starving management plane functions (RPC, etc). We would like for users to be able to specify multiple NICs or IP addresses to separate data and management traffic onto, and configure Swift accordingly.
