Adding Error code to each error message in OpenStack

OpenStack is growing and in each release a new component is added to the stack. As the complexity increases there is a need of building a knowledge base of OpenStack error messages. In order to implement this, error code needs to be added to each error message(Similar to ORAERR in Oracle DB).
