List available encryption options.

The encryption options available, in terms of algorithms and key lengths should be retrieved from the underlying, one or more support libraries. For instance, need to poll dm-crypt for the options available for volume encryption. For object encryption, poll OpenSSL, using its "openssl list-cipher-commands". Cinder, Glance, Swift, Nova, Quantum may all be providing encryption support which recommends for this functionality residing in an OpenStack common component.
