Questions

do we need to complete https://blueprints.launchpad.net/oslo-incubator/+spec/fix-import-cycle-log-and-versionutils before anyone can adopt oslo.log?

should setup set the defaults for some of the options based on the project name? log output file, for example? maybe register_options() should do that, so the app can change defaults before calling setup()? or maybe setup() should take option settings, too?
